Related to the Experimental Villager Updates, the cartographers now give out maps that lead to villages in other biomes in order to make it easier to find them and trade biome specific enchantments.
But this doesn't fix the problem that Jungle and Swamp villages don't naturally exist, and indeed, villagers don't naturally exist in these biomes, meaning they will have to be ferried across the map, possibly for thousands of blocks.
For this reason I propose a new type of structure: Zombie Villager Huts. Quite simply, dilapidated shacks with 1-3 zombie villagers inside, which spawn in Jungles and Swamps. Bring some Weakness potions and Golden apples along, and you'll have a nice little Jungle/Swamp village starter kit.
On a related note, it would also be cool if Clerics could trade you Weakness potions and Golden apples so you have easy access to zombie cures. Probably put them as a Master trade, or something.
