Affect Enchantment Table rolls with books in Chiseled Bookshelf

If you place a chiseled bookshelf near an enchanting table with an enchanted book, the table can only roll enchants that do not conflict with the book(s) inside.

i.e.: I have a Sharpness book inside a Chiseled Bookshelf in range, so the table is unable to roll Smite or Bane of Anthropos, as those Enchants conflict with it

This provides the player with the ability to control Enchanting RNG better.
