TLDR: Remove the delay between block breaks after the second block, rebalance tool speed and efficiency to not have a jump from slow mining to 1-tick mining
Here is the main problem with how mining speed currently works in Minecraft: An efficiency 4 diamond pickaxe is almost the same speed as an efficiency 5 netherite pickaxe on most blocks.
The cause of this is that there is a fixed delay after a block breaks before you can start breaking another while holding the button down. This delay slows down the maximum possible speed of tools until they are able to instantly break blocks, at which point the delay disappears. This causes a sudden transition rather than a smooth progression from the speed of a near-instant mining tool, such as a high efficiency diamond pickaxe, to insta-mining.
Another problem with Minecraft's mining speed is with 1-tick mining. When a tool is fast enough to do this, it is easy to inadvertently break more blocks than you intend to. This is usually a minor inconvenience, but sometimes it is worse, ie. you pour water all over your redstone.
The best way to fix both of these problems is to have the delay after the first block, then either remove it after the second or have the delay get progressively shorter as you mine.
