Add Netherite Upgrades to the Piglin bartering loot table

In the 1.20 update, it was made significantly harder to acquire netherite, by making t so that we had to travel to bastions in the nether to get these "Netherite Upgrade" items. But therein lies an issue. What if there was a server with let's say 25 people, and a few of them become really greedy. They go to the nether and raid all of the bastions within a 50,000-block radius. Now, any new player who wants to join and get netherite armor and tools has to either travel so far to get the upgrades, it would be more worth it to give up basically, or they can trade with the players who already have the upgrades. So I propose that Netherite Upgrades be added to the loot table of Piglin bartering, so you're not completely out of luck in locating a bastion and having to get the upgrade ion the structure. But make it so that getting the upgrade would be rarer than acquiring a Soul Speed book when trading (<1%).
