Remove the "To Expensive" feature from anvils.

The original purpose of this feature was to force players to get new pieces of armor after one piece was used up. However with the introduction of mending, this feature is no longer necessary. As such it should be removed. This would make anvils more useful and would make the new villager nerfs more balanced.
