The current issue
XP as it is now is rather inconvenient with no way to store it forcing playes to risk loosing it or spending it on useless enchantments which they can later disenchant on the grindstone. But it doesn't have to be this way and the game already has an item with the functionality to fix it albeit needing a few minor tweaks. The XP bottle(or Bottle o' Enchanting)!
Proposed changes
Make XP bottles give consistent XP(something like 5) and make them craftable in Enchanting Tables.
The bottles would be crafted in an Enchanting Table using lapis and the player's XP. A player could put in a stack of empty bottles inside of an enchanting table and they would get the option to enchant them after which some lapis and an appropriate amount of XP would be removed from the player reducing their level. Now the player has a stack of XP bottles with which they can do whatever they want.
Uses
Players would now be much more easily able to share XP with each other, they could store XP if they're going to a dangerous area and don't want to lose it, XP bottles could be added in future crafting recipes and villager trades(for selling) due to being now easily obtainable, subverting XP level scaling when enchanting and using the anvil due to no longer needing to have all of the XP on them at once.
Balance
The exchange between the player's XP and the bottles can be lossy if required for balance since the player is trading some of their existing XP for a safety guarantee of it not being lost.
