The main change to villagers, being the biome-specific enchantment trades, is obviously targeted at the common strategy of using villagers to obtain enchantment books earlier or more easily than intended.
My main criticisms are twofold; firstly, it introduces a lot of extra effort to get the same result, but doesn't provide any other incentive to using villagers. They don't offer anything new, they actually trade for fewer books, and even just the travel times between villages would be a major annoyance.
My second complaint is the maximum enchant level. Fortune and Unbreaking II, or Protection, Efficiency, and Sharpness III. Given the amount of effort to create each of these max-level librarians, capping the enchantment levels where they are is a major problem. Given the current XP limit of 39 levels when combining using an anvil, it would take 31 levels to create a max-enchanted pickaxe. You can forget about enchanting armor.
I'll offer two separate ideas for changing the villager nerf.
Firstly, making the villagers forget the discounts from curing them over time changes the now-permanent buff to a temporary reward that can be reapplied, forcing more effort to keep good trades.
Secondly, by removing the cap it still makes using villagers to enchant armor viable, or else removing the XP combining limit on anvils. Otherwise, possibly introduce improving the enchantment levels with happiness of the villager?
