Anvil Rework

The reason everyone uses librarians to get enchantments right now is because the other options are simply too unreliable. In order to get the "perfect" tools/armor without villagers you need to be extremely lucky. You have to be lucky enough to not get thorns, not get knockback, not get fire protection or bane of arthropods, etc. This wouldn't be a problem of course, if you could use an anvil. However, often when you try to correct your bad luck with an anvil, you will get a message saying you require an insane amount of levels, or worse, "too expensive!". It makes absolutely no sense for an anvil use to cost insane amounts, and it makes even less sense for it to be "too expensive". At least give me the option to grind to level 1000 to fix my sword, but even then, I shouldn't have to do that to put sharpness on my sword.
