New fishing rod enchantment: Seacleaner

So I might be the only one thinking about that, but with the rise of magnet fishing to clean up lakes and rivers from debris, I think we should get a new fishing rod enchantment (or a new kind of fishing rod that would use copper (please make copper more useful, I got way too much of it 😅)) that is mutually exclusive with Luck of the Sea (like how infinity + mending can't be put on a bow unless you use commands) but instead of making the trash rate go down and the treasure/fish go up, it drops the fish rate to increase the other 2.
