I've come up 3 spells as an example. There can be more spells but I think 3-4 spells should be enough. The call down time of the staff should vary on every spell.
Lightning spell -
Allows you to electrify groups of mobs, making them paralyze. Materials needed are; charged lightning rod (new item), this item can be obtained if a lightning rod is struck with a lightning 3-5 times in one place.
(Note: These materials are just examples to better explain how the system works.)
Fireball spell -
Allows you to shoot unlimited fireballs like blazes. Materials needed are; 8 ghast tears and 1 blaze core (new item), this item has a chance to drop when killing blazes.
Flight spell -
Allows you to fly/float like in creative mode. You can only do this by holding the staff to be able to fly and holding another item will disable the effect unless it is held in the offhand. This spell must have 3 minute maximum each use. Materials needed are; 8 phantom membranes and 1 shulker bullet (new item). You can obtain bullets by punching shulker bullets which has a chance to drop.
