Add a block which would solve many builders' woes: The quarter block, also known as the "step," to distinguish it from stairs. This is a separate block that is cut like a horizontal rectangular prism that would behave similarly to staircases in terms of orientation variations and corner connectivity. The crafting recipe would simply be the "missing" 3 blocks from the existing stair recipe, and maintaining the ratio of block input and output of x6 full blocks to x4 three-quarters block stairs, the recipe would be x3 full blocks to x4 one-quarter block steps (this is because it is the "missing" counterpart of the stairs crafting recipe). As for whether or not they could be vertically stackable within the same 1x1x1 block space, this would be entirely up to development feasibility.
