City in the Sky

It’d be exciting to have rare, large cities in the sky well above the Y 320 build limit. The city could move randomly in an area spanning 4-9 bioms, perhaps it could rest on the back of a giant flying turtle (a player would need an elytra to visit) The city would be densely populated, its villagers would all be maxed out on their levels, and it’s buildings could be well lit and unusually elaborate (houses could be 3 stories tall, the fisherman’s home could be made of prismarine blocks, the priests church could be massive covered with glow stone fixtures and candles, the blacksmith would have tons of furnaces,,,, something beautiful (and loot chests would be rewarding) *Also placing water, lava, or somehow lighting a nether portal would not be possible, to prevent people from messing up the game down below - perhaps they’d be blown away or blown out
