Emerald Artifacts to make Emerald Ore Blocks valuable

We need a new set of items that utilize a different type of magic other than Potions and Enchanted Tools and Armor, as well as making mining the Emerald Ore blocks worth mining since Emerald items, by itself, are devalued due to Emerald Trading.
I propose a rare type of villager who trades you different Emerald artifacts, with varying degrees of effects, for Emerald Ore blocks. That way, players can go out of their way to actually mine the rare Emerald Ore blocks. I was thinking of making these artifacts have its own power meter to determine how many times you can use it before it loses power, and it uses raw materials like Lapis, to fuel its power.
Propose your own Emerald artifacts, I just want to propose an idea to make Emerald Ore blocks be a block worth mining.
