Gamerule to Prevent Piglins and Hoglins from zombifying outside of Nether

I feel that such a feature would allow for more map making possibilities, as well as allow players to take their little pink frenemies back to their base with them if they'd like.

    what about including zombie to drowned and skeleton to stray to that? sounds similar to me.
