I feel that using the elytra in combat still needs more risk and that by adding a way to directly combat elytras flying high in the air even when you yourself do not have one can make combat with elytras more interesting and intense.
The elytra when used to flee or fight you is is quite difficult to defeat as Minecraft gives so many options to move and fight on the ground or in water but to attack one in the air, one is forced to either also have an elytra, Hope the elytra user gets up close and does not run away, their elytra breaks or to hit difficult arrow shots on a very mobile target which gives little reward for how much effort had to be put into that.
A solution for this could be that is a person wearing an elytra and flying somehow gets damaged by anything except for kinetic force that the elytra gets disabled causing the elytra user to plummet to the ground giving much more reward for hitting a nimble player that can soar high in the sky and giving the elytra a little more risk to using it in combat. Then once they reach solid ground a cooldown of maybe 20 or 15 seconds starts and the elytra user cannot fly or glide for that time even with firework rockets.
