Ability to place grass/ferns on leaves

It would be good to be able to place tall grass and ferns on leave blocks, its a very demanding feature that a lot of builders like. it would be very good to be able to decorate custom trees in survival that way

The problem is that Ferns and Grass cannot grow on leaves unless those leaves are very much composted.
