Enchanting is a fundamental aspect of Minecraft, however because of how it is right now, it alows the player to obtain item that would normally need hourse of gameplay in just a few minutes
Here I propose a few ideas that would make enchanting more balanced
Mending
Mending has gone from an end-game enchantment to dirty cheap, which makes other methods of repair obsolete. I propose locking this enchantment in the Creative menu, so it cannot be obtianed in Survival
Anvil
The Anvil is very infamous for the costs it asks for repairing, renaming and enchanting. With Mending being unobtainable using an Anvil regularly is a necessity.
The Anvil now won't ask the player a cost in levels, but would need more material for repairing, going from 4 to 6 units of material for a full repair
Also, the Anvil wouldn't be able to combine enchanted books or other tools together
Enchantments limit
Each tier would have a limit to how many enchantments it can have, with Gold having the most and Wood and Netherite having the least
Enchantment Table
There are 2 more slots: one for the books, one for amethyst shards
The first one is used for transferring enchantments from books to tools; this will require a certain level and a certain amount of bookshelves, however the experience used would be the sum of the levels of the enchantments transferred from the book om the tool; this process doesn't destroy the book
The second can be used to "re-roll" the enchantments offered by paying some Amethyst Shards
