    It seems obvious to me that the chiseled bookshelves and the collection of their own library are involved. The old bookshelves just look unwanted in the game, as if piglins and their zombified versions were added to the game, but the zombie pigman was not removed.

    I think instead of a skill tree, you could use existing enchanted books to allow the player to make enchanted items with certain enchantments without destroying the book. I understand that the anvil would be less useful, but you would still need one for enchanted items without mending. They could use empty bookshelves to allow you to store these enchanted books. This would actually be better if they removed level 30 enchantments with regular bookshelves and made it so you had to combine say sharpness I books in order to progress to sharpness II. It still makes it hard for a new world to get enchantments right out of the box, but it allows people to reasonably enchant things once they get everything set up. This makes it less tedious because you would no longer have to disenchant things and only worry about progressing by stacking enchantment books.
