(Java parity) make java scaffolding and bedrock the same

In the Java version, the scaffold naturally has 2 floors when it is in the air, something that does not occur in the Bedrock version, having only one floor above

    I had no clue they had this in Java, and I can't tell you how useful it would be for someone like me who uses scaffolding a lot.
