Make flying slower in water

Pretty self explanatory. Water makes moving slower normally, so it should be the same for creative flying

    My dispute to this is as follows: I believe creative flying is intended to be among the ultimate, most powerful forms of movement, as the idea of creative mode is that there are no limits. Thus, it wouldn't fit that vision if it could be slowed down by such an obstacle as water. I hope this helps.
