    No, they should not be hostile. IF they are added, they should be neutral, so if you attack them, they will fight back, but they won't fight you unprompted. If you want this to even be considered by the developers, you should add way more details.

    We already have hostile villagers (illagers) and neutral tribes (piglins).

    This would be a really bad idea. I don't mean to be negative, but portraying indigenous people as hostile would be a very bad thing to do, as they are already portrayed that way. Piglins already fill the role of a hostile NPC mob.
