    'glowing' suggests that it should work like the glow squid and glow ink: Display in full brightness, but not emit light. I think you meant to say that it should be a light source, which I think would be much better, too.

    As far as triggering the light from torch flowers goes, my suggestion would be to make it dependent on the flower being on irrigated farmland. That way, you could control it with redstone, via a water dispenser! It would have the unique property of having a random time delay before turning on/off, due to the time it takes for farmland to change. 

    Imagine putting fields of torch flowers in the floor of your base, covered by glass blocks or carpets, or having rows of them in the walls. You flick the light switch, and the lights slowly come on.

    Bonemeal could be a method of causing the plant to permanently emit light and or flower glow, however by its default state it will never light up.

    At its default state non lit; Walking through or colliding with the plant could temporarily create a light source or make the flower glow.

    I like the comment that talks about the plant glowing when touching/walking through it. Maybe not for the torch flower, but imagine a grass or something that glows (not necessarily producing light), just like the yellow mushrooms in Minecraft Dungeons. Mojang did say they won’t likely add features from a spinoff to the base game, but an adaptation of them would be welcomed I think. Thoughts?
