Reparing shears with iron nuggets

Picture this: you are casually creating a wool farm, but realize that you need to create a lot of shears because they can only be repaired with other shears.
Iron nuggets should be able to repair shears, because it would be at a low cost of a 9th of a ingot, instead of to whole iron ingots.
