Rubies used to be the emerald before the emerald but they quickly got discontinued due to it's ore counterpart resembling the redstone ore texture, which can be fixed by giving it a shinier, slightly pinkish tint.
Villager trades are way too overpowered because emeralds are worth 32 sticks and I am pretty sure that a couple of sticks isn't worth a full diamond set. This can be fixed by making Rubies the currency for end game items like diamond tools/armor, golden carrots, enchantment books, etc.
These overpowered trades eliminate the purpose of mining and exploring caves, so if Rubies are gonna be implemented, they should only spawn in caves and spawn more in deepslate levels.
This other suggestion is inspired from another post in this site but the beacon system is a bit weird because each different ore has no different effect. This can be fixed by making Rubies the only one to be used to power a beacon's effect.
This fits in 1.20 because the update seems to encourage the exploration of your own world, wouldn't want the caves to feel left out.
