Block Upgrades via Alloy

Create a copper-Iron alloy which could be used to upgrade blocks and entities in the world for increased efficiencies. 

Can be crafted with 4 raw copper and 1 raw iron. Creates 1 raw copper alloy which can be smelted into a copper alloy ingot. 4 copper alloy ingots can be crafted to create a copper alloy sheet. In addition, can create a new block of raw ore and block of copper alloy for storage/ decoration. 

This copper alloy sheet can then be "right clicked" onto blocks (similar to waxing copper) to upgrade the item and give it increased properties. Similar to waxed copper, the item can be broken and picked up as an "alloyed" item.

For example:

-Minecarts can have increased speed, allowing for increased transportation use. Furnace minecarts could have a similar upgrade. 

-Rails can increase speeds of minecarts or reduce "friction" allowing for minecarts to travel faster. 

-Hoppers can have increased storage and/or increased speed.

-Repeaters: delays are now 4, 8, 12, and 16 redstone ticks, allowing for custom delays with less repeaters.

-Anvil: Increased durability and increased damage when dropped.

-Blast Furnace: Increased fuel efficiency

-Boats: Faster and more durable

-Horse Armor: Gives a slight speed and jump boost to horse
