Idea of Cobbled Concrete

How come in Minecraft when you mine Concrete you dont get Cobbled Concrete? like with Stone you mine that to get Cobblestone and have to smelt the Cobble to get Stone back unless you use Silk Touch, but like why not Concrete? Like when you expose with Concrete Powder to get Concrete then you mine the Concrete to Cobbled Concrete then to get normal Concrete you smelt the Cobbled Concrete in the Furnace to get the Concrete back like what you do to get Smooth Stone blocks
