Change the way things are colored (Swamp, taiga, birch, water etc)

When making a texture pack when differently colored grass and foliage, things such as the swamp and spruce leaves remain unchanged. Texture pack creators have to rely on mods such as Optifine in order to change those colors. The same goes for certain plants like lily pads and ferns. Even redstone dust and particles have hardcoded colors. A new way to color the biome's foliage, grass, and water colors would be very helpful to creators of resource packs. Maybe even implementing a system similar to Optifine's, where an image with different colors for biomes would be great. If not, a way to use a text file with hex codes listed for changing particle, biome, etc. colors without modding would be very useful as well.

    this is already possible even without optifine or texture pack
