bring back "Drag N' Drop" for mobile interfaces

this bug exists since MCPE 1.2.10.1 Build 1 #MCPE-30516 , it made so you were no longer able to drag n' drop in the classic ui on mobile, and 4 years later, it still hasn't been fixed this would allow for smoother, better implemented moviment on mobile devices

    The issue was resolved as working as intended, not sure the chances of it actually being changed any other way after waiting so long.
