Proximity voice chat

I just want add a proximity voice chat to minecraft (with a blocking system to avoid harassment).

    Perhaps a temporary recording of the last five minutes is made for chat reporting purposes.

    The "Chat range" mechanic should be implemented. The same goes for text chat.
