fire, projectile, blast protection enchantments are chest plate exclusive

Currently the enchantments of fire protection, projectile protection, and blast protection are rarely used due to them being out classed by basic protection in nearly every way. A solution to this can be making the enchantments of fire protection, projectile protection, blast protection chest plate exclusive enchantments.

-This can be balanced by making the enchantments now on one piece of armor equivalent to how it currently is on 3 pieces of armor.

This can be done by:

- Having either fire protection, projectile protection, or blast protection able to be added in addition basic protection on chest plates.

-or in order to better maintain balance, protection is removed from chest plates replaced by these buffed versions of fire protection, projectile protection, blast protection.
