Some form of Ocean Ruins above water

Ocean ruins only exist in water. But how could every single ocean ruin be under water? I feel that this doesn't make sense as how could an entire organization of stone villages all disappear under water? I think that it should be entirely possible for them to also generate in biomes above sea level, in plains, savannah, deserts and beaches somewhat near water.

    Actualy they do but it is kind of rare now. I think straight after the ocean update it was more common feature.
