Gamerule for debug stick in survival mode

Add an gamerule that make players able to use debug stick in survival mode

    Or at least a powered down version that allows you to only rotate blocks to make redstone and directional blocks easier to manage, could make for a great End Dimesion Treasure or craftable with an item from the End.

    Maybe a rotation item because changing property of block in survival is too abused for being a survival item.

    It will not be too abused because only admin can change gamerules
