Sniffer nether mechanics

My idea is when you bring the sniffer to the soul sand valley,they will have a chance to sniff up wither bonemeal.We can make wither bone blocks from it and decay grass blocks with them.

    It makes more sense if wither skeletons could drop wither bones with the unique properties instead, with bone block and bone meal variants.
