Operator Utilities option should be moved to accessibility or anywhere else

In my own opinion I think the Operator Utilities option would make more sense in accessibility or any other menu then it being an option in controls

  I just thought it made sense there cause it would be useful for people with motion disabilities cause they wouldn't have to do any typing to get the creative only items they need
