    This can be a normal level up to level 30, like with old bookshelves. Or it could be compiling a "enchantment collection". In any case, the old shelves should be discarded.

    I agree the chiseled bookshelves should interact with enchanting, but instead of powering up it reduces the randomness of enchanting and if a treasure enchant is in the shelf adds it to the random table. Even without adding area to the enchanting table and keeping its other mechanics, you could have 7 to 9 spots to put chiseled shelves to affect enchanting (15 minimum bookshelves for max level and surrounding all sides but corners is 24 with +/-2 for an at-level entrance). Now if chisled keeps only 6 books (I think 8 is more in line with the game), that 42 to 49 enchanted book slots affect the random generation. There are currently 4 treasure enchants (honestly could use more) and 33 enchanment-table books, so 37 enchants to store in the chisleds shelves increase the weight of them occurring.

    That or a new block that can pull from chiseled shelves to copy enchants at the cost of more XP and lapis (double per level) meaning you could repeatedly enchanted a favorite combo but it'll cost more than trying your luck.

    We already have librarian villagers, we don't need this too. Also, this would make getting the right enchantment way more difficult, because you would need three books for each shelf row.
