better ocean

- the underwater breaking blocks fill with water and not air to make it less make it less difficult to build underwater.

- all redstone blocks except for redstone powder to be able to 
 to be able to make redstone underwater.

- Make it possible to breed all aquatic creatures to be able to breed underwater.
