bring back the combat snapshots with the new java experimental datapacks

snapshot 22w42a brought in a new way of showing off upcoming features to the game in the form of built in experiential datapacks, i think this would be the perfect way to reintroduce the combat rework into the game as it hasnt been updated in over 2 years and is 3 major game updates behind

Considering how shields could now reliably block end crystals and TNT, changing the combat meta, I wouldn't mind if the combat test snapshots were reintroduced.
