When the elytra runs out of durability, it turns into an unusable item because they're valuable and hard to obtain, which is good balancing. It would be neat if the same were true of netherite tools.
Netherite is also very valuable, and upgrading from diamond to netherite gives another protection to your tool, from fire and lava. Turning netherite tools unusable when broken would allow casual players to easily keep their netherite tools, and take stress off of more advanced players from constantly watching their tools' durabilities. Overall, it seems on brand for netherite, uses existing mechanics, and is a nice quality of life improvement.
If you believe this is too strong, there could also be a stipulation to repairing them from unusable. Many players have mending on their netherite tools, which makes getting durability back extremely easy. If you think this is too strong and want to add a drawback to those players, you could make it mandatory to use a netherite ingot to repair them from unusable, rather than just mending.
