Datapack Creative Tabs

With the new changes for Creative Tabs, it has made some users are divided on if they want the old ones or the new ones with this I have an idea in which could fix this and add new functionality to datapack developers and server developers.

Datapacks should define Creative Tabs and these datapack-defined Creative Tabs should be sent to users when they join the server, this would allow servers where custom blocks are created using server resource packs to provide the ability to have their new custom blocks be in the creative menus and this would also allow for a legacy creative tab option to be present as it would just be a datapack.

The idea I had for the datapack would be something like the file name and namespace would be used for its translation so like itemGroup.minecraft.combat with the file containing a list of itemstacks and a display item.

  I was thinking on the same idea.
  It should be part of the resourcepack rather than the datapack, because it's the creative menu is client sided.
  Also it will let player have much more customizability compared to what we have now (only one tab with 9 rows).
