Chiseled bookshelves negate enchantments from enchantment tables.

Whenever you put an enchantment in a chiseled bookshelf, near an enchantment table, that enchantment is a lot less likely to show up. This gives greater control over the enchantment table, and makes it less random, but it also gives a use to useless enchanted books.

 

Currently villager trading is better than the enchantment table because it's more reliable, this idea makes the enchantment table more reliable as well.

    Considering the fact, that the enchantment table draws symbols from nearby bookshelves to itself, I'd interprete that as it "reading" from the surrounding books, so the reverse of this suggestion seems more fitting. Enchanted books in nearby chiseled bookshelves should therefore increase the likelihood of their enchantment reappearing in the enchantment table.

    I would also like to see the chiseld shelf influence enchanting, giving players some way to control the random odds or be able to reliably enchant would boost interest for sure. Even if it's a new block that pulled from the chiseld shelves to copy a spell at a higher XP and lapis cost would be worth it for some reliability in enchanting.

    Big fan of this idea and I think it would be a much needed improvement. Enchanting has been in need of some love since 1.14 and I've never really liked that the only way to get max enchanted gear was to futz around with villagers for several hours.
