(Note this is in MY opinion. opinions are to be debated.) If I where to redesign the creative inventory I would try to add changes that don't have multiple blocks/items in different tabs.

    •  Group up Building Blocks and Colored Blocks.   I like the idea of sorting blocks by colors and variations but I really don't think it necessary to be in 2 tabs. So Keep the Building blocks as is and put the color blocks at the bottom.
    •  Combined Natural Blocks and Functional Blocks and rename it Decoration blocks.   This will have all the blocks that don't have variations, having slabs/stairs or are colorable, AND will have blocks that do stuff like crafting table, beacon, ect.
    •  Sorting the 2 tabs I changed: Move all the Shulker Boxes, Beds, Candles, and Banner to Decoration blocks. Move the coal block, gold block, etc to Decoration blocks as well all the iron stuff.
    •  Time for Redstone tab!  Move ALL of these to Decoration blocks; Chest, Wool, Amethyst Block, Red Ore, Big Dripleaf, barrel, Composter, Bell, Armor Stand. Move every single door, button, pressure plate, Gate, Trapdoor to Redstone. This will make Building Blocks way less overcrowded and hopefully get people used to the Redstone tab.
    •  Sort the Enchanted books back into the Combat, Tools & Utilities tabs. Sort the Enchantments to there respected tabs
Exp: Knockback and Thorns goes into Combat or Silk Touch and Lure goes into Tools & Utilities
the exemptions being Mending, Unbreaking, and the Curses, they can go in both.
