The Crying Enderman is a normal Enderman with purple cracks throughout it's body, similar to Crying Obsidian. Its eyes are a more vibrant purple that other Endermen.
The Crying Enderman hits very hard, but has less health than other Endermen. It teleports much more frequently and erratically than other Endermen and also runs a bit faster. It is immediately hostile to any non-Enderman creature, not bothering with the whole eye-contact thing.
I see is as being a sort of mini-boss, spawning in certain rooms in a new End Structure (perhaps in a future End Update?). Crying Endermen would remember where they were spawned and though they can teleport away, they will soon teleport back. This ensures they stay within a certain area, and it means that a room may appear to be unguarded, but if you're not careful the Crying Enderman might return when you aren't paying attention and take you by surprise. They don't de-spawn naturally.
Crying Endermen can be created by collecting the tears from Crying Obsidian with a bottle, turning it onto normal obsidian, and getting Obsidian Tears. At a brewing stand, brew these with a chorus fruit and then turn it into a splash potion, and throw it at a normal Enderman. It will transform into a Crying Enderman and be immediately hostile to whoever threw the bottle.
Crying Endermen drop Cracked Ender Pearls, which can be crafted into Cracked Eyes of Ender. When used these teleport you to your spawn point no matter the distance, like when leaving the End.
