Fix the mob votes

The mob vote has issues, the best way to fix these issues, instead of immediately adding all of the mobs instead of doing the vote, as a large portion of the community suggests, the mob vote should simply decide what goes in first, and the losing mobs can show up in later updates. With this system, nobody gets angry at the mob vote not being what they hoped for, and even if the mob vote gets rigged(again) the other options will still be in game, everybody will be happy.
