Redstone Carrier

A  block that becomes powered when it is adjacent to a weakly/indirectly powered block. There is a tick of delay, like repeaters. Put in another way, it would power other redstone components sort of like a redstone block, but it would need to be turned on first, like a restone lamp. One thing to note is that they don't power each other. They would also act like transparent blocks when strongly/directly powered (like with a repeater), but like restone blocks when powered. I've found many times when I'm making things with redstone that a block like this would be perfect for making the redstone look neat and compact, and it would have its own distinct use among the other redstone components.
