Allow noteblocks to play longer or shorter based on pulse length

Make noteblocks really really cool by making them hold a note if they stay powered please

or make a "powered noteblock" that is a separate item, that does the thing, so it doesn't mess with current noteblock songs?

One noteblock shapeless with an echo shard would make an echoing noteblock that holds the note as long as it's powered

imagine the music we could make instead of everything being staccato
