Almost every new thing in this game has a reason to do it, ancient hunts have gilded gear and gold, tower has the highest gear possible, daily trials have exclusive gear. Raid captains have no reason to exist once you're maxed out because the gear they provide is lower than other stuff.
To fix this, Raid Banners should be a currency. When you pick up a banner, you get +1 Banner, this acts like a currency. You still get the modifiers and the illager chest at the end, but now there is a new merchant in the camp that trades you items for your banners. There could be exclusive gear you can only get from this merchant, like how there is exclusive gear you can only get from daily trials. The merchant would also sell higher power level gear than other merchants, since raid banner gear is usually pretty high.
My idea for the costs are: regular items that can be found elsewhere cost 3 banners, whereas exclusive costs 5.
The second function of raid banners is upgrading gilded enchantments. Currently its random what level your gilded enchantment will be, which is annoying because you already have to get lucky to get the enchantment you want, but even if you do, it might be level 1. You could upgrade the gilded enchantment by spending a combination of 3 banners, enchantment points, and gold. The amount of enchant points would be the same as if you were regularly upgrading that enchantment on a gilded gear piece.
