Phantoms really hurt the freedom of Minecraft. With most monsters, you have multiple ways of stopping them. Light, carpets, mushroom biomes, combat, farms, ancient cities, slabs, glass, and walls are all ways to deal with monsters.
With phantoms though, if you want to build outside, you have two options. Fight or sleep.
Now, while phantoms can be really annoying, it's my opinion that they've just been misplaced. I think they would fit in much better at the end cities.
There are a few reasons for this. First, conquering End cities and ships has gotten rather easy. Players can just pillar up to the end ship, bypassing most of the shulkers. In addition, the shulker attack can be easily negated with a slow-falling potion or elytra. However, phantoms could be attracted to levitating players, making end cities far more challenging.
Second, players can't sleep in the End. Phantoms could still detect players with insomnia and spawn in greater numbers. Since players can't sleep in the End, they would either need to be ready for some serious combat, or find an End city quite fast (which would still have phantoms, just not as many).
Third, phantoms would no longer be a pervasive problem players continually have to worry about. They could stay up for a Minecraft month constructing in the Overworld and never have to worry about phantoms! I think a lot of players would applaud that.
