Chat Reporting toggleable

Make it so you can toggle the new Chat Reporting "Feature".

Servers have been able to moderate their chat for forever.

    I don't like Minecraft because. I will download the textures and I don't see what I would see this mod and make the settings because I can't normally click on the screen and because of this and you didn't add backpack!!!
