Make Vindicator and Ravager spawn in Patrol

Make vindicator should spawn 10% on normal and 20% on hard

Ravager: 2.5% on normal; 5% on hard.

They JUST removed that feature in 1.18. Although 1.18 was a bad update. My iPad died because of that update so I'm voting for this to fight 1.18!

The point of a patrol is scouting, not going into battle like a raid. Patrols wouldn't need all that backup, but are at the least prepared with some weapons.
