(Java parity) Status effects should be the same in all versions

There are a lot of effects ine minecraft... But some are only in java edition. 

Effects only in java such as luck or the dolphin effect should be on bedrock.

    YES! Particularly Dolphin's Grace, because otherwise there is very little use in dolphins
